Turning on/off subject groups in the subjects list

You can now turn all subjects and subgroups on or off within a subject group using the eye icon in the app.

Display all subjects with position data over the map and list

All subjects with position data are now displayed on the map and in the subject list, with no limitation to the past 16 days.

Update patrol start/end locations and timestamp

When starting and ending a patrol the locations and timestamp didn't accurately reflect the device position and position timestamp.  This led to dotted lines when users started and ended patrols.

Fixes: 

• Fixed random observation points be created when app not tracking
• Enhance null island checks to account for floating points. e.g. [0.000000001, 0.00000001]
• Creating a patrol info event location and timestamp should match patrol start
• Auth update, patrol uploads that fail for token rejection continue to stay in pending sync until token refreshed and uploaded
